The Department of Agriculture’s (USDA) Office of the Assistant Secretary for Civil Rights (OASCR) is looking for a new cloud-based Equal Employment Opportunity (EEO) complaint tracking system.

USDA explained that OASCR is tasked with ensuring that EEO complaints are processed fairly, promptly, comprehensively, and following the Equal Employment Opportunity Commission’s (EEOC) regulations. OASCR is responsible for the administrative processing of EEO complaints filed by USDA employees, applicants for employment, and former employees.

In a RFI posted on Beta.Sam.gov, the USDA said it is looking to acquire an established EEO complaint tracking system with a demonstrated history of processing EEO complaints for large government agencies and interfacing with the EEOC databases. The tracking system must be compatible with Federal Sector EEO Portal (FedSEP) reporting requirements.

USDA said that the eventual tracking system needs to “improve satisfaction with OASCR by offering state-of-the-art cloud platforms for application development.” Additionally, the selected contractor will need to offer mobile and cloud-based applications to support business process re-engineering efforts across USDA. The contractor will need to provide current FedRAMP Authority to Operate (ATO) documentation, issued at the minimum of FISMA-Moderate level.

The RFI said that the USDA will need support from the selected vendor to establish repeatable processes for managing the complex, multi-tenant environment. The contractor will also be expected to provide app maintenance and enhancement to effectively meet the changing business needs, as well as aid USDA organizations adopting an on-demand, software-as-a-service-based model.

Responses are due by March 18, 2021.
