The U.S. Army is looking for industry input as the service branch seeks to develop a new Army Military Payroll (AMP) “total solution,” according to a request for proposal (RFP) issued on Jan. 18.

The new payroll system – which carries a projected contract value of up to $370 million – will seek to leverage Oracle PeopleSoft platform solutions.

Responses from industry are due by Feb. 20.

The RFP was issued by the U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), on behalf of the Project Manager (PM) Integrated Personnel and Pay System – Army (IPPS-A) under U.S. Army Program Executive Office Enterprise Information Systems (PEO EIS).

“Contractors will apply and perform Agile execution in varying degrees to all aspects of the program life cycle across and within key activities,” the RFP says. “This includes applying agile methodologies where applicable within the agile processes to perform the following activities: requirements analysis, elicitation and elaboration.”

“The Army launched the Integrated Personnel and Pay System – Army (IPPS-A) Increment II (Inc II) production baseline for Human Resources (HR) processing in December 2022 utilizing PeopleSoft Human Capital Management (HCM),” the RFP says, adding, “the new AMP capability will be integrated with the IPPS-A production baseline.”
