The White House’s Office of Management and Budget (OMB) issued the final draft of its President’s Management Agenda (PMA) Learning Agenda today in an effort to address critical management learning gaps across government.

The final draft builds upon a draft learning agenda which OMB issued in December 2021, and benefits from feedback gathered from both the public and private sector on the initial draft.

“No one entity can alone solve the problems our nation faces, but together we can help address critical questions about the management of the Federal government to help improve how Federal agencies operate, perform, and deliver to the American people,” Jason Miller, deputy director of management at OMB, said in a letter published along with the learning agenda final draft.

“This is why the Office of Management and Budget (OMB) is proud to share the PMA Learning Agenda – a first-of-its-kind effort to address critical learning gaps that exist across government, and to encourage research within, beyond, and in partnership with government,” he added.

The first-ever PMA Learning Agenda identifies three learning areas of focus: workforce, service delivery, and equity. Each learning area offers a series of questions – which OMB said anyone can answer – that will help inform agency efforts and updates to agency Learning Agendas.

The agency said the PMA Learning Agenda aims to reinforce a focus on learning, bridge silos across agencies, and catalyze innovation beyond the Federal government – such as coordination with research institutions, and within and across agencies in Federal, state, tribal, territorial, and local government.

“Whether you are a researcher, student, practitioner, industry expert, public servant, a member of a community or philanthropic organization, or just passionate about improving government, your role in this process is critical and does not end here,” Miller said. “The Federal government needs your help to answer these questions.”

Miller encouraged both the public and private sector to share information on evidence-building and research activities. He also encouraged those interested to sign up for OMB updates and to share their efforts through the PMA Learning Agenda inbox at PMALearningAgenda@omb.eop.gov.

OMB said it plans to provide an update on PMA Learning Agenda efforts in fiscal year 2023. Until then, it will continue to work with agencies “to initiate and support evidence building, research activities, and evaluations in support of this PMA Learning Agenda and agency Learning Agendas.”
