The Department of Homeland Security (DHS) selected three contractors to a $3 billion blanket purchase agreement (BPA) to supply financial management software across the agency to unify its disparate financial systems.

The BPA, which has been in the works for at least four years, was delayed due to protests about the procurement structure. The BPA was also crafted with a $1 billion systems integration BPA to manage the shift from legacy systems to modern, cloud-based software.

The BPA was awarded to Carahsoft, CGI Federal, and Mythics on Sept. 2, following the U.S. Court of Federal Claims ruling in the Savantage protest lawsuit, which challenged DHS’ pursuit of a two-track procurement strategy to consolidate its multiple disparate financial systems.

That lawsuit was decided in favor of DHS in October 2020. It permitted the agency to move ahead with the two-track contracting effort and exclude companies without experience at a prescribed scale to participate in the solicitation.

However, in February 2021, Savantage, Accenture, CACI International, CGI Federal, CSRA, Deloitte Consulting, and IBM were awarded a place on the systems integration portion BPA, worth $1 billion.
