Carlos Del Toro, President Biden’s nominee to become Secretary of the Navy, is set to bring to the service branch an extensive technology profile from 17 years as CEO of SBG Technology Solutions, which provides IT modernization, governance, cybersecurity, and AI tech to the Federal government.
That tech profile from SBG – a Service-Disabled Veteran-Owned small business – dovetails with the Defense Department’s continuing campaign to better leverage technology for warfighters. Current big-picture Pentagon strategies include the recent approval of work on DoD’s Joint All Domain Command and Control (JADC2) for seamless data sharing across all military domains, and the move to zero trust security architectures.
On top of that, Del Toro is a 22-year Navy veteran and Naval Academy graduate with front-line command experience as the first commanding officer of the guided-missile destroyer USS Bulkeley. He retired from the Navy with the rank of Commander.
On the military program management side, his numerous roles have included Senior Executive Assistant to the Director for Program Analysis and Evaluation in the Office of the Secretary of Defense, and Special Assistant to the Director and Deputy Director of the Office of Management and Budget.
“[Del Toro] was the first Hispanic President of the White House Fellows Foundation and Alumni association and serves on the Board of Directors of the Stimson Center,” the White House said in a press release announcing his nomination. “He was recently appointed to the U.S. Naval Academy Alumni Association’s Special Commission on Culture, Diversity, and Inclusion.”

Del Toro was born in Cuba in 1961 and immigrated to the U.S. with his family as refugees in 1962.
