Rep. Gerry Connolly, D-Va., and House Delegate Eleanor Holmes Norton, D-D.C., have submitted an amendment to the National Defense Authorization Act (HR 2500) for FY2020 that would block the proposed merger of the Office of Personnel Management (OPM) and the General Services Administration (GSA).
This amendment to prohibit the OPM-GSA merger marks yet another effort by Rep. Connolly to kill the plan via legislative process. His attempt to insert a similar amendment into the Financial Services and General Government Appropriations Act of 2020 (HR 3351), which passed the House on June 26, was nixed by the House Rules Committee. HR 3351 includes appropriations for a variety of independent agencies including OPM and GSA.
The Rules Committee is scheduled to meet July 9 to discuss the National Defense Authorization Act, and which amendments will be allowed for consideration. The bill would authorize FY2020 appropriations for Department of Defense programs and activities including procurement, operations, and maintenance.
