The Defense Department’s (DoD) Joint Artificial Intelligence Center (JAIC) is seeking to procure innovative commercial software and services solutions to provide comprehensive data management, end-to-end platform integration, and model/capabilities development for technologies to assist in disaster relief through a new pilot program.

The General Services Administration’s (GSA) Federal Systems Integrations & Management (FEDSIM) Center announced that it is using the commercial solutions opening (CSO) procedure to procure the commercial items, technologies, and other services needed by JAIC through the GSA Procurement Innovation Resource Center (PIRC) pilot program.

The GSA PIRC pilot program was developed to “be implemented outside the normal Federal Acquisition Regulations requirements to engage traditional and non-traditional government contractors.” This includes start-up companies, as well.

The procurement action for JAIC is being made “in accordance with section 880 of the 2017 National Defense Authorization Act,” while being a part of the GSA PIRC pilot program, GSA said.

The program will work to streamline solicitations, fast track vendor timelines, simplify contract procedures, and provide preference for vendors to retain core intellectual property. These items are expected to benefit both government and taxpayers at a better cost and performance, the solicitation said.

The procurement solicitation seeks to build upon JAIC’s Humanitarian Assistance and Disaster Relief (HADR) initiative, which according to the solicitation: “leads the fielding of Artificial Intelligence/Machine Learning-powered, problem solving prototypical applications to quickly identify and locate those at-risk people/infrastructures.”
