William Lay

William G. Lay, a member of the Senior Executive Service, was appointed Deputy Chief Information Officer for Information Assurance and Chief Information Security Officer for the U.S. Department of State in September, 2012. In these roles, he is responsible for implementation of the Federal Information Security Management Act.
Prior to joining the U.S. Department of State, Mr. Lay served on the Army Staff as the Director of Information Technology for the Office of Assistant Chief of Staff for Installation Management and as the Chief Information Officer/G6 for the Army’s Installation Management Command. Over the past 30 years, he has worked in many information technology roles within the Federal Government, focused primarily on operations and security. In addition to the Department of Army, he worked for the Departments of Energy and Commerce, the Federal Communications Commission, and the Minerals Management Service. In addition to his Federal service, he served for 10 years as an adjunct lecturer at the University of Alaska at Anchorage, where he taught micro and macroeconomics.
Mr. Lay holds a B.A. in Economics from North Carolina State University; a B.A. in Computer Science from University of Alaska at Anchorage; and an M.S. in Management from Alaska Pacific University. He is married to Yolanda (Jolie) Lay, who is retired from the Office of the Secretary of Defense.
