Steven McIntosh

Mr. Mclntosh has served as the Defense Intelligence Agency’s Insider Threat Program Coordinator since July 2011, and is responsible for leading the effort to identify and mitigate threats from individuals with authorized access to Agency facilities and operations by synchronizing the efforts of numerous teams of experts across the Agency.
Mr. Mclntosh was born in Lafayette, Indiana, and holds a Bachelor of Science degree in Occupational Education from Southern Illinois University and a Master of Public Administration degree from Golden Gate University. Mr. Mclntosh is a graduate of the State of Virginia’s Peninsula Academy of Criminal Justice.
Mr. Mclntosh entered civil servicein2002 with the Defense Intelligence Agency after retiring from the United States Air Force. He has over 39 years of experience as a federal law enforcement and counterintelligence officer conducting, managing, and supervising criminal, counterintelligence, and terrorism investigations and operations. He was one of three primary authors and architects of a historic and groundbreaking strategic counterintelligence campaign plan – IMMINENT HORIZON – to neutralize a significant foreign intelligence threat to the United States.
Mr. Mclntosh previously served as the Director of Staff for the Defense Counterintelligence and Human Intelligence Center, responsible for the full range of support to maintain and sustain the Center and effectively support the global conduct of counterintelligence and human intelligence operations. Mr. Mclntosh also served as the Senior Counterintelligence Representative to the U.S. Transportation Command’s Joint Intelligence Operations Center where he worked collaboratively with the U.S. Transportation Command’s Directorate of Intelligence staff and members of the Intelligence Community to identify, assess, and counter foreign intelligence and terrorist threats impacting Command operations and assets. Mr. Mclntosh also served as the Department of Defense representative to the Central Intelligence Agency’s Iran Task Force and Iraqi Operations Group during military operations in Iraq. In this role, he directed field operations and all source analysis targeting of foreign intelligence threats to United States interests across the globe.
While on active duty, Mr. Mclntosh served as a special agent with the Air Force Office of Special Investigations (AFOSI). Throughout his military career, Mr. Mclntosh held numerous positions as a counterespionage case officer conducting and supervising offensive counterespionage operations and investigations against foreign intelligence services. He commanded three field units and served as the deputy commander for AFOSI operations in the Republic of South Korea. Mr. Mclntosh served as a headquarters-level counterintelligence policy officer and as a staff officer with the Central Intelligence Agency’s Counterespionage Group. Mr. Mclntosh also performed duties with the United Nations Special Commission on Iraq.
