Amy Paul

Amy Paul is a technical advisor with the Strategy and Research team in USAID’s Innovation, Technology, and Research Hub. She supports research, training, and technical assistance to promote the responsible use of digital technology in global development. Her recent work has focused on digital identity systems, machine learning and artificial intelligence, pay-as-you-go solar, and the role of development actors in shaping inclusive digital ecosystems.
With a background in global development, public health, applied bioethics, and interdisciplinary research, Amy has ten years of experience working within and across academic, donor, and implementing organizations to advance research and practice in global and local development. She is a former Science and Technology Policy Fellow with the American Association for the Advancement of Science.
Amy earned a Ph.D. in Bioethics and Health Policy from Johns Hopkins University and a Master of Public Health from the University of Washington’s Institute for Public Health Genetics.
