Raylene Yung

General Services Administration

Raylene Yung is the Executive Director of the Technology Modernization Fund at the U.S. General Services Administration. Previously, she served as the co-founder and CEO of U.S. Digital Response, a nonpartisan, nonprofit initiative created in response to the COVID-19 pandemic, which has provided support in areas such as vaccination equity, unemployment insurance, housing security, and food access. Prior to that, she was a fellow with the Aspen Institute’s Tech Policy Hub and an engineering and product executive at Stripe and Facebook. She holds a BS and MS in Computer Science from Stanford University.
